Management consulting firms in Saudi Arabia: how Wills Business works in the Kingdom

Wills Business is a management consultancy headquartered in Cairo with [a partner office in Riyadh / a regular presence in Riyadh]. Owners and executives comparing management consulting firms in Saudi Arabia usually have one of four things in front of them: an entry into the Saudi market, a project that needs SIDF or bank finance, a family group adjusting to the Companies Law, or a localisation requirement that changes the cost base. This page explains what we do in the Kingdom, how we work here, and what entering Saudi Arabia involves.

What companies in Saudi Arabia bring to us

Entering the Saudi market. Companies from Egypt, the wider region and further afield want a share of the spending that Vision 2030 has set in motion. The question is no longer whether the market is growing. It is which segment, which city, which route in (export, distributor, joint venture, or a wholly owned entity licensed through MISA), and what it costs to be present for the first years before the operation pays.

Feasibility studies for SIDF or bank finance. The Saudi Industrial Development Fund and the commercial banks each have their own expectations of a feasibility study. A study written for an internal board will not pass an SIDF review without rework. We prepare the study to the format of the institution you are applying to, with the market section built from Saudi data and the model in Excel so the credit team can test it.

Family group governance under the Companies Law. The current Companies Law gives family companies more room to write governance into the company's own documents. Family groups in Riyadh, Jeddah and the Eastern Province are using this to formalise: a family charter, a board with independent members, rules for who joins the business and how shares move. We design the governance. Your lawyers draft the instruments.

Localisation. Saudization quotas, local content requirements and, for larger groups, the regional headquarters programme change both the cost base and the organisation design of a Saudi operation. We do not give legal advice on any of them. We put them into the numbers and the organisation plan so the decision is made with the real cost in view.

How we work in Saudi Arabia

We travel to Riyadh, Jeddah and Dammam for on-site work, and [we have a partner office in Riyadh / we are registered in Saudi Arabia through a local partner / office details]. Fieldwork for market research is done in the Kingdom by people who live there, not by phone from Cairo.

Deliverables for Saudi clients are Arabic-first. Reports, models and board presentations are prepared in Arabic with an English version where the audience needs one. Family governance work is run entirely in Arabic.

We know the licensing landscape well enough to build it into a plan: MISA investment licences for foreign-owned entities, commercial registration, municipal licences, and the sector regulators that apply to healthcare, education, food and financial activities. We are not a licensing agent or a law firm. Where a rule matters to the decision, we state it, cite it, and recommend that your counsel confirms it.

Entering Saudi Arabia

Most Saudi market entry work runs through the same four questions.

Licensing. A foreign-owned entity is licensed through MISA, then registered commercially, then licensed by the municipality and any sector regulator. Some activities remain restricted or require a Saudi partner. The plan needs to state which licence, in which order, and what each one costs in time.

Partners. A distributor gets you to market fastest and gives you the least control. A joint venture shares the risk and the decisions. A wholly owned entity is the slowest to set up and the only route that gives you the whole margin. We help you choose and, where a partner is the answer, we help you screen candidates.

Timelines. Licensing, banking and a first hire each take longer than owners expect, and they run in sequence, not in parallel. A distributor arrangement is usually the fastest route to a first sale. The entry plan we deliver sets these out as a schedule with the cash required at each stage. [All durations to be confirmed by the client from recent engagements.]

Cost of being there. Rent, salaries under Saudization, agent fees, licensing and the working capital of a slow first year. The entry plan puts a number on each so the board approves the whole commitment, not just the first step.

The Saudi entry work links to our market research and market entry service and, for companies that need a bankable project on the other side of the licence, to feasibility studies.

Frequently asked questions

How should we choose among management consulting firms in Saudi Arabia? Ask who will do the work, whether the market data will be Saudi data collected on the ground, whether the firm has delivered to the institution you are applying to, and whether the study can say no. Ask for a written scope with the people, deliverables, timeline and fee in it.

Do you have an office in Riyadh? [Yes, at address / We work through a partner office in Riyadh / We travel to Riyadh, Jeddah and Dammam for on-site work and run the rest remotely.] The consultant who leads your project is on site for the research and for every board presentation.

Can you prepare a feasibility study for SIDF? Yes. We prepare studies to the format SIDF and the Saudi commercial banks use, with the financial model in Excel. See feasibility studies.

Do we need a Saudi partner to enter the market? For many activities a wholly foreign-owned entity is possible with a MISA licence. Some activities remain restricted. Whether you should take a partner is a commercial question as much as a legal one, and the entry plan answers it.

Do you deliver in Arabic? Yes. Saudi engagements are Arabic-first. English versions are produced where the board or lender needs them.
